According to the National Highway Traffic Safety Administration, 46 percent of child restraints are in a state of misuse that can interfere with their safety, including 16 percent of highback belt-positioning boosters and 90 percent that rely only on a seatbelt. Door County Public Health Certified Car Seat Safety Technician Pam Robillard says many parents are perfect about coming to get their car seats fitted well when their children are under one year old. The problems start when the children grow up and parents move kids to a different restraint system either too early or too late.
